set up a series of programs for citizens such as a basic
social insurance system, a basic medical insurance system,
and a free vaccination program for children; every 4 years,
the city organizes a physical checkup campaign to diagnose
potential health risks of the population. The
city has an association, a school and special fund to
help handicapped and disabled people deal with education,
employment and living conditions.
The city has the necessary infrastructure
to look after the handicapped and disabled citizens
as well as the homeless and needy.
