Through the implementation of a system that improves agricultural techniques at three levels, namely city, towns and villages, the government provides farmers with specific information regarding the proper use of fertilizers and soil improvement methods.

A technique to measure soil composition and determine the appropriate fertilizer to be used has been put into practice. The use of low-poison, low-residue, non-hazardous concentrated pesticides has been introduced thus preventing soil deterioration.
